What's the value of this?

Nicker's Fancy: Cold iron dagger+5, wounding and ghost touch. When the wielder deals damage with this weapon, they can choose to do minimum damage with it, treating all dice rolled as being a 1 (including extra damage dice, such as sneak attack). If they do, the damage ignores damage reduction except for damage reduction that cannot be bypassed or unique types of damage reduction, such as the damage reduction possessed by many abominations.
