Carving the pieces and making inlays sounds doable - it's a matter of expending a pearl on it. It'll take a full one to do properly, and even then take a lot of careful work and magic.

blacksmithing. I dunno about D&D, but IRL, there's overlap there. Blacksmiths can make armor, they just don't specialize in it.
