It's tough going at first - most frog-men are essentially slaad. However, Jarem is helpful here.

"The Red Knight's power hurt them," Jarem says as you research, deep in the books. "Close enough to a slaad for her business, anyway."

Researching deeper into it, it looks like that whatever it was, it was likely some sort of random chaos spawn or mutated creature. Rare but not unheard of, as most chaotic types turn into slaad, but not always.

"So it was a random occurance? We need to figure out how the devil-kin fit into this."

Jarem's kicking back in a comfortable library chair, "Would be nice," he agrees, "Thing is, is it really a devil-kin if it's chaotically mutated? Devils hate chaos."

"Could it have been purposely done?"

"By devils," Jarem shakes his head, "No. They don't deal in chaos. Killing it, destroying it, but not spreading it."

"The fact that there are persistent rumors means there's more than a few, I think. Too many for chaos, perhaps?"
