Hm. So can I use wish to get things like that and use the bowl? Like if I were to say, "I wish for small innocuous belongings of five servants in the Farrols who's movements will give me a full layout of the building while minimizing the chance of scrying being discovered." and have enough recovery time that the spell failure will be gone by the time we move?

It depends on precisely the wish. A wish to steal something of theirs might work, or a wish to divine a few names may work too. As always, keeping freeform wishes simple helps adapt them and prevent overreach since you only have so many spell levels to work with.
