Yes. I start casting in round 4 of the time stop. It takes one round to cast, so when that round ends, the time stop both ends and the unbinding takes effect. The long casting time plays to my benefit here because I couldn't do this if it was a standard action to cast, since my turn is over outside of the time stop.

Handful after handful of souls, rushing out from her. "You bitch!" She snaps at that, a moment of raw, furious anger. You feel her resist, some slipping back in while others escape - more escape you think, but not all - until with a shudder she lets out a godawful belch, souls erupting out from her mouth. A new torrent as more escape from her, more and more and more.

"AGH!" Then it stops, like a tap turned off, a death glare your way.
