Yes and no.

Nothing is consistent in the Far Realm, Beyond does what Beyond will. Moreover, those made by deities will be less effective than those made by mortals.

"Sylvie?" Kascha looks up from her efforts as Ranbar says focused, Sanzha casually weaving a pair of chains together in a braid.

"A voice to the name," Kaja remarks, "Good to hear you at last. Moore's not given up on you."

The One that they are resists those who are also One, or who are close to it - the divine. They reject our reality and our Creation.

She's not too familiar with Moore's group, but she has a proper deity in Amaryl, one taking her first baby steps in Kascha, someone as close to divinity without actually crossing over in Sanzha and a proper quasi-mortal with Ranbar. Observing an actual mortal like Kaja would probably complete the set, she muses, and then she could see the differences and try to experiment with her own powers.

Moore, since it matters for your group's side -they aren't anarchs and prepared for instance - are you running your Charisma aura?

Seira tries to see whether her divine will, nascent anarch powers or just plain arcane control over reality can affect the way others form such chains, perhaps similarly to a bubble of planar space or aura around her.
