Brian wrote a good overview of combat in the HERO system which can be found here.  

The following House Rule differences apply:

You only get an MA pool if you have an MA package.

Weapon Familiarities cannot be upgraded to weapon skill ranks, though WF will allow you to include weapon skill ranks in a MA package.

Pushing your STR is done by the book.
