I like to think that the theory was sound.

People are just too greedy.

Theory is sound.  It's still true in a lot of places that this is content that would've been left on the cutting room floor.  Getting a fifty million dollar product out the door is hard work and people are generally not fucking around when they shoot levels to make it happen.  Being able to go "Well, half of our design team is not needed at this late phase in the project.  Get to work, pick up some of that stuff and try and make it happen." is a much better solution than "We need to start cutting headcount immediately or get these guys on a different project"
