They brought in a different group to do the series from episode 10 onward. Namely the group responsible for Fafner. The company hasn't changed though. XEBEC is still the company responsible for producing the show.

Unfortunately there's only so much any group can do with an already established structure and unless the Fafner group can pull off one hell of a miracle the show is pretty much doomed. Perhaps the dvds might fix things but retconning can only go so far and all the gloss in the world can't save a horrendously defective product.

Simply put if you're expecting a miracle you're bound to be sorely disappointed.

I watched episode 11 just to see if there was any quality increase with the change and I noticed they ignored the whole "sneeze away her bunny suit" angle. I found it a marked improvement over the halfassed psuedopanty shots from earlier in the series. Does this mean they might actually salvage this anime from the pits of crapiness?

Only time will tell. Ultimately it does appear they're making an effort. If the show can't be saved by the Fafner team it certainly won't be from lack of trying.
