CFI: Charr Coal::Vote Ruling

This thread is for the judgment of whether Charr Coal's vote in the recent proposal should be counted.  

The rules say

"If players disagree about the legality of a move or the interpretation or application of a rule, then the player preceding the one moving is to be the Judge and decide the question. Disagreement for the purposes of this rule may be created by the insistence of any player."

Since Rezantis, CCN and LHP CasualSax both created this disagreement through their insistence that the aforementioned Coal's vote was not valid, the Judgment was invoked by them.  Later, Coal specifically invoked the judgment on this matter in the other CFI thread.  All three of these requests have been duly noted by the judge during Rezantis, CCN's turn, and this thread shall contain its resolution.

As previously stated, it's illegal for me to pass judgement on this matter.  

I refer you back to the thread where we are both currently attempting to justify whether or not we're the judge. :p
