I -think- that's from Akagi, although I admittedly didn't read that manga back when I saved the pic (I was browsing through my old collection of pics), and it doesn't have anything to do with surfing.

At the very least, it's characters from one of Nobuyuki Fukumoto's manga though, he draws characters that look like those two.
