Probably first cousins by marriage.

That's assuming the 'only husband's only daughter' is also the daughter of the 'mother's only sister'.   She could be the 'the only husband's' daughter by a previous marriage.

None of this excludes other possible blood relationships between Jessie and Sam.  Sam and his wife could concievably be first cousins, like Queen Victoria and her husband were, which would mean Sam and Jessie are brother and sister.
