ONE =3 characters, so first number is 3
TWO = 3 characters, so second number is 6
THREE is 5 characters, so third number is 11

Now SIX is three letters, so the ? is 22 (and you can verify by noting that SEVEN is 5 letters, making 27 for the next number.)
