That's a nice attempt to patch up a difficult skill. The problem is, really, that it attempts to dice out what can be see as an RPing issue, not to mention the horrible mess of DCs.

Workin' with what he has, that's a good job.

It is.  But at  the same time, if the GM wants it to be an RPing issue, they can always do so.  I think he's philosophically right at the core that the point of having a rule is to provide tools, and in that sense, a rules based game would have real weirdness with Diplomacy.  Lucky no one really plays bards, ne Elaine?
