<!-- IRC seems to be down for me right now. Has it been acting up recently, is it gone (Dejatoons.net is down), and/or did I just try it at a bad time?

Connection issues. Hal has some advice for a workaround:

<Yukari-sama> 66.252.25.250
<Yukari-sama> Have them connect to that IP.
<Yukari-sama> Or to irc.svartalfheim.net
