You'd have to find 13 suitable cheeses, ones that play nice with each other and don't dominate the pizza. I've seen six cheese before, 13 is probably overkill.
It's easier than you think -- the problem is you'll end up with a bunch of cheeses with exceptionally similar tastes anyway, I expect.
But don't take my word for it!

Making a 13 cheese pizza is no real effort/challenge. Making a good one would probably be a fair bit of 'know what goes well with what 13-fold' but hey if you want to sink time...
