I'm putting you at rank 7 since Hope's Landing is hard to place. All things considered I'm calling it a 7 for now and leaving it at that.
Anyway, what I need is a list of what you feel your current tasks are. I'll synthesize from those and others. Basically a heads up on where you feel your realm's resources are being used.
You don't have to invest or work on a task you suggest, so feel free to add any that are on the radar but not being pursued at the current time.
It's hard for me to answer since I don't know what's expected of us to handle w/r/t the war.
I guess if I'm just spitballing ideas or tasks, something like:
*Gather intel on efreet movements to strike against
*Find possible locations where we might further Calley's notes from
*See if there are more Syllen's pieces out there
As far as I'm aware, there's nothing really else on my to-do list. I also don't know if this even answers your question.

So is it correct to say I can invest 60% into Calley's Notes (tripling up on the 20%), and then invest 20% (doubling) into the other two options?
With that in mind, if I assign Melia and Windel to the Efreet information gathering, does that then leave me with 3% left over?
Assuming that's all the case, I will assign Raidare to Calley's notes also.
I believe that leaves me with 3% to then assign onto Realm Production, where I will assign Grias (this makes it 4%, if I understand the rules here correctly?)
I can't believe this wasn't in the rules - blame my haste and blah blah blah weekend sucked, but one leader per task.

Melia reports that she's found a subtle efreet trading interest in Brightwater, through back channels and likely bribes someone greedy. Do you have instructions on how to handle it?
What is "trading interest"? I.e. they're using Brightwater as some sort of intermediary?
Yes. Basically getting money and trade there on the sly.
Have Melia contact Sunstone to ask how they'd like to deal with it. Moore wants, if possible, to let this go so they can capture the ringleader or other influential members of it, so if there's a way to organize that with Brightwater's support...

Melia reports that she has intelligence that the efreet may be planning to assassinate Moore, as his name came up in particular from the information she gathered.
Grias reports that Hope's Landing has produced a pair of enchanted daggers. Would you like them as a gift?
Moore will take the advisement from Melia seriously! Well, for all that he can't really do much about it, but you know.
Moore will accept the gift, worst case they can donate it somewhere else.

Raldare reports they found lore, but it wasn't anything new. However, they found a cache of wands of cure light wounds investigating and would like to offer you one, if you want it.
Melia reports that efreet a bounty of 300,000 gold coins has been placed on your head by the efreet.
Moore will pass on the wand, since if he's in a situation where he needs to use one things are all sorts of bad. Feel free to donate them to the soldiers.
He will report disappointment to Melia that the number is so low to him, but accept that this is the way of things.

Grias recommends that you divert a little more manpower to realm tasks if possible, or at least production. He also notes you should check out the merchants out side of the city, but you pre-empted me by about a day here. Good work.

The rest of the update will depend on that.
Yes. We can repurpose a lot of what we had going into Calley's research now, so it makes sense to do so.
Moore's also cognizant of the fact that eventually Hope's Landing may be his in more than just name and leadership, so it further makes sense to sow those seeds now.
In that case, effort this cycle goes into doing that.
We have a surplus of money on hand if we need it for any of that, as well.

Moore, the next arc is going to focus on divine matters, worshipers and divine growth. In light of this, do you wish to change your assignments here at all?
Your realm will go up in size as well next update, so do bear that in mind. Rather drastically as you've both ascended but not reached your full potential there yet, so we'll hash out the details in my post tomorrow.
I suppose we're done with both the Syllen pieces as well as the notes at this point, so yes, a full and complete reassignment seems to be in order.
I would say we'd focus something like 40/40/20 (doesn't have to be exact due to the way realm stuff works) on spreading The Word of Moore, Increasing Trade, and then on Realm Upkeep and production in general. There currently isn't anything for the former but I imagine that won't be difficult to accomplish.

Okay, your realm is expanding hugely, Moore. There's a big gap between 7 and 21, so you have an additional question: Do you want to push growth or let it happen more naturally? You're going to get a big hunk of growth here either way, so this is pretty much a style question. This is also a good time to suggest any new tasks that come to mind, if you have any.

He'd be pretty involved with the trading aspect, so I'd probably say push growth.
The only tasks I can think of would be:
Spread the faith (all of the deities would fall under this, really, but if it needs to just be Moore then that's fine.)

Okay, we're going to start you off with a level 17 realm then. A normal demigod has a rank 21 domain, but you're new so we'll grow into it. A lot of forces want you to grow and you're working with that, and this will be an early subject of events in the next arc.

I assume that spreading the faith is a default, though in your early phases I could see spending points on it, so a task is added for that in inactive tasks. There's already an increase trade task, do you mean something different from that? Finally, what do you have in mind for increasing the army? The size?

Update 11
Raldare informs you that the faith continues to spread. All of yours. (Besides Sylvle's, of course.) He notes that people seem drawn to faith in these times, as shadows seem more and more real and the light that opposes them brighter and brighter.
Sapphire sent you a letter that explains how trade does well. Dragons have swung by at times, often splashing gold and trading valuable things. A small collection of offerings and gifts have been collected as well, if you care to claim them.
Grias lets you know that the shining light from Chronias seems to bless the realm's efforts. Production is bountiful and easy.
Calley sends you a letter that states he could probably lend his insight and gifts to the search for Syllen's Set, as he has nothing better to do. In case you still need help there.
You get a letter right after that from Sylvie, that notes if you want to let him work it's fine but choose something safe and easy. Yes he's far from normal but he's still a child. Don't make her remember how to be a parent.
Let's investigate the offerings and see how we could redistribute them to those in need or donate them to the Authority of Generosity.
Moore will write a letter back to Calley to tell him yes, but he has to get any of his endeavors approved by either himself or Sylvie first.
Most of the offerings are precious things - useful to redistribute and charitably gift as you noted. One stands out, however.
Hope Fragment: This strange gemstone was found amid the offerings. As far as you can tell, it seems to be a byproduct of your realm. It appears to be pure, solidified hope of some kind? It's not vastly powerful, but it is unique. This would at the least augment a spell based around hope as an optional material component, and may well have other uses if you study them.
If you wish to keep this for yourself, say so and I'll post it in loot.
Let's keep it and study it. Maybe enough of them could make a cool item!
