1 - Definition
All users subscribed to the Nomic user group (hereby known as "the Group") are considered Players for this Game.
2- Serialization
They shall be assigned Player Numbers sequentially beginning with 0 according the alphabetical order of their usernames.
3 - Creating New Players
A user submitting a request to join the Group is automatically considered to be requesting to be made a Player of this Game. This fact will be made available in the Group description. Upon applying to join the Group, potential new Players shall be added to a Waiting List.
Beginning with the third round, exactly one new player may be added as each current Player takes their turn. The Player who is currently entering the Voting phase (the "Active Player") may choose one Player from the Waiting List to be added to the game. If the Active Player does not specify which user should be made a Player, then the user who has been on the Waiting List the longest shall be added.
4 - Serialization of New Players/Welcome Points
Upon joining the Game, the new Player will be assigned the number of the highest numbered Player plus one. They will then receive floor (Player Number/10) points to begin with. These free points shall be known as "welcome points."
{Thus, one more welcome point is received for Players joining in each new round.}
5 - Player Permissions
None but Players are entitled to post anything in the Nomic! Forums (hereby known as "the Forum").
Couple issues.
1) If players desiring to join the game can't vote in this forum, how exactly are they supposed to announce to the players that they want to join? Maybe re-word this proposal to allow for a "Waiting Room" thread?
2) Should probably throw something in about the active player bringing someone in BEFORE they post their proposal (I imagine that was what you were getting at). Maybe change it so any player can invite someone in during their turn but before they post their proposal. Same idea, but more specific.
3) The way you have it now, they would get one more point every ten players. I'd suggest maybe 5*(The Number of Completed Rounds). Then they'd have a fighting chance. Of course, you'd need to put a limit on it, say with the 10th round or 20th round being the max....

How about they get an equal amount of points to the current lowest scoring player, with a minimum of zero points?

Also, I don't like the idea of people being able to join the game just by posting. Makes it too easy! :D I reckon adding a player to the game should be done via a proposal; ie, someone giving up their chance to make a rule for that round.
Points stlil awarded as per rule-changes if people agree to it, though.
Or we could have some sort of internet-frathouse initiation thing.... LOL!
Well, I'd rather not make bringing people into the game -completely- trivial. It makes it far too easy to shift the balance of power, and all, and it leaves a big gaping loophole for people to cause trouble.
A unanimous vote would seem in order, here. I mean, sure, that might make things hard... but that's probably how it should be.
Also, while we're here, why not include rules for dropping out the game? They seem to be part of this act.
I'd at least make it so only people who have been playing for at least 3 rounds (or since the beginning) can introduce people. And at least a 2/3rds majority vote of those same people. Unanimous seems a little too hard.
I'm also of the mind set its a little too easy to get in. My major concern with new players is activity level - I dont wan't active players to be able to bring in players just to use thier vote's while they do nothing, like a plotical boss or something. For new users: A nomination from an original group member and say two other members to second the nomination. Nominators front a fee for nominating the players, if a nominee goes inactive after being initiated the ones who nominated them lose points.
As far as welcome points are concerned how about the average number of points earned per turn upon initiation? (that would be the sum of all points earned to date / number of total turns) .
There does need to be a cap on how many players can be added every so often. One a turn is way to many.
Idea:
Cap the growth rate at 20% per round: a maximum of x players can be added to the game on any given round where x is = .2*(the number of active players beggining the round) rounded to the nearest whole integer.
Given that all slots are filled and all players are active:
round 2 gets to add up to 2
round 3 gets to add up to 2
round 4 gets to add up to 3
round 5 gets to add up to 3
round 6 gets to add up to 4
...
you get the point, no major political coup - plenty of experianced players to guide the new ones.
With the dropping out rules how about some for rejoing the game if you have quit?

I'm sorry, I still think it's far too easy to join the game. I won't vote for this proposal as it stands; there needs to be some kind of check or way for people currently in the game to slow, stall, or refuse entry to a player.
I'd only vote for this if there was an easy and simple way to -remove- people from the game so we don't run the risk of getting horribly bogged down.
On a more technical note, 'current players' is vague, maybe 'Current players as of the moment this rule first takes effect' or something. 'Current' is open to interpretation.

I agree there should be a way to remove players, but that shouldn't be easy at all.
And you really don't need to worry about getting bogged down. . .it's not like there are already a billion people waiting to join our silly little game.
I'm thinking along the lines of 'x amount of inactivity'.
And it's true, there's not, but I don't want to make it simple because it's open to abuse.
Hell - I can guarantee you that I'll be abusing it the moment it becomes advantageous to me to do so.
Alright, I'll change 6 to be a fixed cap instead of a vote. I think 50 players is a good cap to begin with. Everyone else post what you think and I'll take the average.
You do realize that with 50 people in the game there will be about 1 round a year. I think 15 is a better cap.
I'd honestly rather that we require a majority vote to let them in . . .
That or set the cap at -ten-, for now.

I'm not for easy ways to remove people from the game. If you want quality/quantity control do it on the front end of things. I'm not for telling a new player - "opps looks like we bit off more than we can chew, we'll let you know when we have room."
As for removing inactive players: we need to define 'active.' How about posted within 2 weeks? We should also institute a way for players to declare themselves on vacation so they are not removed from the game. Only people who go inactive without notice should be elligible for removal.
On what grounds should we bar enterance? Do you want a peer nomination/review system? Its not like this is an exclusive club everyone is just dying to get into. I can understand wanting to limit the flow of new players - I don't really wan't 10 new players to deal with at one time. Nor do I want one faction/group getting all the new player support either. Then again a dominate majority should not be able to stall the process to stay in power. I really think having everyone vote on it every time is obsurd.

I agree with CCN Rezantis on this one. First, we need to realize that the way this game is currently set up, ten is about the right number of players. Maybe as many a 15.
The only reasn I can see for including new players is that old players are going to leave. I mean, there is a good chance that this game will not be over in a year from now. People are going to go inactive. What we need is a means of keeping the game at ten people.
Rez, the cap is at ten for now. The proposal doesn't go into effect until round 3. However, I do have a couple of friends who would like to play. Like we have been saying, not many, but enough to allow the game to expand a bit. The dynamic is stale already with this few players.
What if we made it so that each person was allowed to invite one and only person any time after the third round? That gets rid of the need to vote on every player, because it includes a viable cap, and gives every equal footing in such a way that it becomes impossible for anyone to form a dominant majority.
If we see things get stale again, what with players leaving and going inactive, we can distribute another round of player invitations.

I could agree to that; it's better than something wholly unrestricted.
This is sort of like needing a sponsor to get in... maybe people wanting to join should be permitted to a single post in the waiting room saying why they should be permitted in and some contact details. Then have maybe a 2/3 majority vote on the addition of a new player every other turn.
I'd like the ability to have a say in whether or not someone should join.
In the current proposal we have to nominate a person to join in our turns or else have the person at the top of the list join. I'd like the option of declining new players for the turn.
