All votes require 40% of active players to vote inorder to be considered a valid vote. If 40% of active players do not cast a vote the vote fails.
while you're at it, reduce the number of votes needed to pass to 2/3rds.

Now, when you say 40% of active players, are you including players who are On Vacation (and technically active, as they're not Inactive)? Suppose more than 60% of the active players are on vacation at any given time, what then?
While players on vacation are not officially inactive, they probably should be considers as inactive for the purposes of this proposal... Can we really call someone active if they've notified us they're going to be away for a period of time?
All it needs is a clause that states that members on vacation are no longer considered active. And I actually missed that 2/3rds thing; I thought it had bee nshot down as part of another proposal but I guess it passed. Anyway, throw in the aforementioned clause and I'll approve it.
I think I'm going to amend my previous proposal when my turn comes around, to clarify things like that. I'll start a topic in discussion so you can all post your suggestions. :)
