It looks like a Hook Golem. Take a golem, add hooks so that your foes get pinned to it and there you go. Not the most creative, but it is reasonably effective. Don't get in close to it unless you can finish it fast, or you'll get grappled and shredded.

Okay, you have the K:A ranks to know the following:

Assuming iron golem resistances, any electricity attack won't deal damage. It will slow it for 3 rounds, though. That change your calculus?
