Each primal elemental is warded by Epic Mage Armor, Superior Resistance, Fortunate Fate, a custom spell that greatly increases Strength and Constitution and a custom spell that gives them a large luck bonus to armor class, saving throws and attack rolls.

Others are out of range of greater arcane sight.

Surraruthru locks his eyes on two of the primals and begins chanting, his magical power building as the light of the cavern reflects of his gemstone scales insanely.

Rain of Devastation, CL 31, No SR, Fort Halves.

This spell summons a driving, searing acid rain. Creatures within it are struck by a rain of viscous, clinging acid as the magic around them crumbles. All creatures within the radius are treated as being affected by a targeted greater dispel magic (maximum dispel check modifier of +30). Creatures exposed to this rain take 5d6 points of acid damage. This damage rises by 2d6 for each spell or spell-like ability dispelled by this spell, to a maximum of 50d6. This damage applies to all creatures within the Rain of Devastation. For example, a Rain of Devastation that dispels 5 effects deals 15d6 acid damage to all creatures within it. A Fortitude save is allowed to halve the acid damage.

Epic Mage Armor is 11, Superior Resistance is 6, Fortunate Fate is 7, but I dunno on the two custom spells. However, those spells x2 (for each Primal) is 48, so I'm going to assume that the others max out the 50.

That's now how the spell works, Iddy. From the text you quoted:

Creatures exposed to this rain take 5d6 points of acid damage. This damage rises by 2d6 for each spell or spell-like ability dispelled by this spell, to a maximum of 50d6. You dispelled 10 spells, so that's an additional 20d6 damage for a total of 25d6. For the sake of moving things along, I'm going to make the executive decision to roll this damage myself.

Moore remembers the past in the overwhelming light, knowing that for a moment he has achieved what the Seventh intended for all along. Knowledge fills all of you, ending now and forever loss. Because there is always hope.

Before you the light of hope shines. The primal elementals are banished back to whence they came, as if they were never there. The remaining elementals follow them, while the gelugons melt like ice before the light of hope.

The ice weird screams and shields her face with her hands, flesh peeling away like orange rinds, blood flowing freely over her ruined face. Her beauty is gone in a bloody ruin, marked for any and all to see.

Amea wails at the top of his lungs, a horrid sound as the spear in his hands dissolves into black steam and then nothingness. His entire body is covered in cracks, as if an ice sculpture struck too many times.

Levistus looks away, skin crackling and burning. "...Damn you!" He manages to get out amid the light. His voice is furious, shaking with pain and anger. "MY hope will never die, not even to YOU!"

Levistus - dodges. He moves with blatantly unnatural speed, even as he burns. It is like watching a stagnant stream suddenly erupt to life, all smooth movement out of the blue. He dodges both of the attacks and...

Does the ranged touch missing impact the secondary effects?

It does not. He still takes the secondary unless he manages to evade it. Both he and the weird will need to save. As this is a purely physical effect, there is no SR/PR.
