Organisations in Arbast

Arbast itself, and it's Lookshy-Imposed Government. Leader: Amilar Samui

The government palace and all and sundry within it are responsible for coordinating law, order, and public works within the city. In short, virtually all major city operations fall under it's sway in some form or another. It is itself, however, subdivided into several smaller groups. Any attempt to affect the entire society as a whole, however, goes through Amilar Samui; needless to say, she won't be best pleased at any such attempt that could undermine her own power.

But she'll need to be dealt with to accomplish any kind of lasting change to the city, one way or the other, as she holds complete authority over all Lookshy forces present, with the sole exception of the Karel forces. As well as holding the various bureaus together, she is personally responsible for putting reconstructing the future leadership of Arbast; her term isn't going to last forever, and ultimately, the city will have to govern itself.

In game terms, however, the only time Samui herself 'defends' the city against hostile bureaucracy and socialize actions are when some action designed to affect the entire city of government occur (or if she's aware that such an attack might occur at a particular place.) However, the government itself is split into many departments (including many not listed here), so affecting a small part of the bureaucracy will likely be significantly easier.

There are three major groups organising the rebuilding and reorganisation of the city.

Department of Reconstruction. Leader: Makhesa Ruare.

This bureau is responsible for rebuilding the portions of Arbast that were demolished during the rather short war. More attention is being paid to the city walls and garrison structures rather than the internal buildings at the moment. Facilitating the actual building requires not only organisation, but men to build it, architects to plan it, and the necessary materials; since the walls are getting larger rather than smaller, more imported materials are required.

Department of Finance. Leader: Amilar Tsuin

This bureau is responsible for dealing with Arbast's dwindling treasury, including efforts to raise it. It should be noted that with the death or exile of many leading merchants and nobles, there were several profitable institutions (most notably, merchant organisations) that lacked leadership and backing. They've been subsidised into the government for now, but it's rumoured that Samui intends to auction off existing holdings to the city's loyal nobles in due course.

Department of Defence. Leader: Makhesa Tylin

General Tylin is responsible for keeping order within the city, and he's been forced to keep an eye to the future as well. Arbast won't be holding this large a detachment of seventh legion soldiers forever, and he's keeping busy, training a militia and keeping an eye out for any further problems. His soldiers patrol the surrounding regions and keep farmers and fisherman safe, as well as looking out for any signs of the rebel remnants. He answers only to Samui.


Most of these groups are staffed primarily by Lookshyan officials, but they are theoretically supposed to be paving the way for groups within Arbast itself.

Merchant's Coalition. Leader: Rewtan Devoyal

All merchants in the city recently banded together to present a united front to the Lookshyan officials. This gambit has resulted in unending frustration for Samui, who, as a result, cannot easily force her hand to carry out wide investigations- or sanctions- against the merchants as a whole (without good evidence). This has her- and several wiser members of the city- in fits, because the merchants are without a doubt the richest caste within the city, and some *had* to have backed the rebel army. The merchants themselves are responsible for dealing with the markets of the city (which have flourished sine the soldiers arrived, surprisingly), and tend to have more contact with locations beyond the city walls than elsewhere.

Noble Houses. Leaders: Several.

By right of blood and tradition, the nobles of Arbast remain poised to seize rulership of the city once again. Roughly half a dozen families, each one is attempting to curry favour with the Lookshy officials, and more or less all of them try to keep on good terms with Samui. Rumours of discontent amongst them are *very* firmly squashed, and few even deign to answer exactly which noblemen had anything to do with the recent rebellion.
