Council of Waterdeep - Co-op Rules Addendum to Lords of Waterdeep

Intro:
The troubles of our fair city of Waterdeep are many.  Our city has been ravaged by terrible storms that have shattered our buildings.  Our finances have been strained.  Our people live in terror of the monsters that daily appear at our gates.  Our city stands at the brink of obscurity and despair.

It does not need to be this way.  All of you are great lords of our city, your influence, wealth, and power the key to turning our city around.  With all of us working together, we shall see that our city not only survives, but thrives to be a gem of the Faerun.  It comes down to us, the Council of Waterdeep.

Rules Changes from Standard:
1)In this variation, the players are working together with a single score.  No one wins alone or loses alone and the only meaningful scoring metric is the team Victory Points.  This is the measure of how well the city is doing and will determine the end result.  Generally, you are shooting for at least 100 points per player.

2)Each round begins with a negotiation of the council.  All Lord and Quest cards should be face up for view.  Going from starting player around, each player declares their strategy for the round.  Afterwards any plan conflicts are negotiated out.  It's recommended that no more than 5 minutes be allocated to any council meeting. 

Once the council has finished convening, the lords of Waterdeep separate to dictate orders to their agents.  Afterwards, discussing mid-round strategy is highly discouraged.  While Lords are free to do things other than their discussed strategy, know that this will make things more difficult for coordinating Waterdeep's revival.

2)Buildings can be replaced with permission by the owner at no additional cost beyond the replacement building fee.  A building replaced in such a matter is removed from play for the rest of the game and is not returned to the building deck.

3)Mandatory quest intrigue cards have a new function and do not transform into a required quest.  They can be utilized in one of two ways.
     a)By playing them, a player can choose to give the required adventurers to another player of their choice.  If they do this, they get the points for the mandatory quest as if they had fulfilled it and the quest is completed.
    b)By burning them, a player can choose to give any multiple of 3 adventurers to another player.  One third of them though will be occupied by resolving the mandatory quest, and be lost in the exchange.  In this case, no points are earned, but the quest card is removed from play.



End Game Results:
Novice: 100 points per player
    Waterdeep has been saved.  Through rough times and fierce opposition, A small town held out against the darkness.  While not many know of it, it carries on, surviving day to day and managing to eek out a decent survival as a fishing village.
Easy: 120 points per player
    A modest trading city, Waterdeep has made it's mark along the coast of Faerun, a favorite trading stop of many a good trader.  While it doesn't particularly stand out, any coastal trader could tell you about the fine hospitality that Waterdeep is known for.
Normal: 130 points per player
    Waterdeep you ask?  There is no one who doesn't know of it, a great trade city of Faerun.  It's people bright, vigorous and healthy and it's lands safe, it is a known center of trade around the world.  Truly, the mark of talented and resourceful leaders.
Hard: 145 points per player
    Surrounding the city hall is <players> statues, known as the great founders of the city of Waterdeep, the gem of Faerun and the city of Splendors.  Through their hard work, a long period of darkness was swiftly overturned, ensuring a great and prosperous golden age that continues to this day.

I've mentioned it elsewhere, but for the sake of the copy here, a proposed change:

Remove individual score tracking, and use a single value to follow the total score (also makes the end-game tally a bit easier).
I handle other fanfic authors Nanoha-style.  Grit those teeth!  C&C incoming!
