So I know they're likely to resist this idea, so I want to get my ducks in a line. Which nation is likely to Ally with us, what logistics need to be prepared, policy for immigration, setting up law, things like that. Most of it is probably hand waivable, but I'm wanting to try and plan out what they'll try to argue over.

[Anastasia]

Okay, got any ranks in relevant K:Ls or anything else useful before we get into the meaty research?

Most of it is handwaivable. So let me ask you instead: What parts do you want to focus on?

System of government is probably good to go over. Justice and stuff. Food, resources, production I guess.

[Anastasia]

Thus you sit before Lorathana, who simply asks, "I see. Then before anything else, we need to decide on what sort of government we would have."

"Mmm... I think the council should continue to exist. Perhaps some sort of constitutional government with things sectioned off, but with some sort of provision for unilateral leadership decision. Maybe that's a bit too much like what we already have. Maybe shifting them into a more advisory and administrative function."

[Anastasia]

"If I may?" Lorathana speaks up, clearing her throat.

[Iron Dragoon]

"Please. It's what I like about having you around."

[Anastasia]

"Before that, we must answer one question," Lorathana says, "What relevance will magic have to this government?"

[Iron Dragoon]

"Used to defend and improve the life of the citizens, but not to rule over them, exactly. I don't want another mageocracy. Just because someone doesn't know magic doesn't mean they can't be a logistical genius, or wise in the application of law, or knowledgeable in city planning. I want the best person for the job. I want to continue the Order in the same vein; and Academy and research focus. But if we can clean water for people through magic, and it's the most cost-effective way to do so, then that's what we do."

[Anastasia]

"Very well. Then what of the nobility?" Lorathana asks, "Who will be noble and what role will they play?"

[Iron Dragoon]

"Well, we don't have much land to gift with noble titles. I'd like it to be merit and contribution based, open to most anyone. Certain restrictions will be needed, simply to insulate the danger of plants from elsewhere attaining high-level access... I'd like them to do things like... Supervise the distribution of funds and efforts under their control. Like choosing which projects to take a personal interest in and support. Land management and the typical things. I'd like to consider allowing them to elevate candidates in an annual event, but that opens the door to corruption... Unless we can place it in a framework of interviewing and testing under something like the zone of truth spell, and the acceptance of a Geas to hold true to their oaths and responsibilities. That would help give the commoners..."

Alyssa trails off of at that word, her mouth twisting distastefully, "... I don't like that word... Citizens. It would help give the Citizens more confidence that the nobility will be true stewards to their responsibilities and trust put in them."
