Do I think there might be something I can do to help the others speak? I'd rather not have them be unable to cast due to verbal components of spells, for example.

How are you trying it?

Instead of trying to cancel or neutralize whatever effect is working across the area, he'd just want to try and create a zone (basically a sphere) where sound can work normally. Say about 20 feet or so so everyone can benefit from it.

Yeah, kind of like the opposite of the Silence spell, more or less.
