"There's not a doubt in my mind as to what we do here." Moore says as he holds the paper out to them. "But I don't think it's a decision we can unilaterally make."

Sylvie reads it. "Sounds like we give up the resources we'd get from them. Still worth it. We're not fiends who hoard souls."

Kaja reads it next, "I agree. However, does that mean all of them should be freed? There are monsters here, things that should stay sealed."

"I think it means we just don't get to keep any souls or... something?" Moore says. "I don't know. But I think, even if we return evil to the world... there are so many here who are unjustly stuck. Even good people."

'Is the good we'll do worth the bad?" Sylvie reckons, "Can we even discern that? Who knows how much time this will take, and what and who will come in the interim?"

"That is the question." Moore says. "But I think the question I ask is, how long has this Prison been here, and what percentage no longer deserve it? I think it's high enough that it warrants the possibility we unleash great evil, as we'll be releasing those who no longer deserve to be here. There are also those who may be good who will return as well."

"It's your choice, Moore. Sylvie's correct, we don't know enough to make a reasoned judgment."

"In other words, it was left for you so it's your choice." Kaja concludes, "What will you choose?"

"No one deserves to be here forever." Moore says as he goes over to pull the lever. "If we unleash great evils back into Creation, then we deal with them. It's simple."

The lever is slightly stuck. You'll need to grab it and give it a full, deliberate pull.

Moore grabs the lever with both hands and gives it a full, deliberate pull!

Slowly all around you dissolves. In a moment you stand on empty ground in Carceri. All around you souls fly free, a storm of them more millions (billions? trillions?) than you can count. Motes and wisps of light, pure souls and pure awarenesses freed to go where they wish. Like a storm that reaches higher than you can see, farther and deeper as well. In instants they fly far and wide. To here and every plane, a barrage of them let free. It happens in mere instants, in defiance of all rules and logic. Afterwards there is simply nothing.

Moore watches this, as he casts his arms wide as if speaking to an audience that can't be seen.

Let today mark the day that Carceri saw hope for the first time!

Let those freed from this prison be reborn into Creation, absolved of their crimes they no longer remember.

Let the good and evil that was imprisoned here be released forevermore.

The souls here are freed, flying about and around. It's a momentary storm and afterwards is peace.

"It's done," Sylvie comes forward after the Guardian's last will is executed. "Feel better?"

"Of course I do." Moore says. "We did something no one else in Creation will ever be able to match. I daresay even other deities have never seen as many souls freed today as we have. Don't you feel good about this?"

Anastasia

"Some. I have a half formed hunch it's zero sum. Not what you did, but the balance of good and evil souls," Sylvie says, "Nothing I can prove, it just seems like something the Guardian would do."

"It is entirely possible." Moore says. "Regardless, our business is concluded here."

Moore will try and get them back home, assuming that there's no longer anything preventing them from doing so!
