Yeah, replacing cable is expensive, so they're not going to be happy about that, unfortunately.

I lived in an apartment complex once with ungrounded electricity, which is evidently somehow legal.  They sure as heck didn't have any interest in fixing that, though they did at least install three prong electrical outlets, so that people were less likely to realize....

My house was entirely wired with that when I bought it.  It cost thousands to replace, but was pretty much a no brainer for doing so.

It's not legal to have it in new construction.  Old construction is grandfathered in.

There are quite a few things that get around building code this way.

It's not even that crazy really.

If you did it any other way, you'd leave the situation where a perfectly viable house for a low income person that got it years ago suddenly gets 10-20k in bills because a law got passed.
