Section-9, Elemental Gerad Fansubs, and DeathSquad have all released episode 1 as well.

Bleh. So far, with the exception of DeathSquad's version which I have not checked out as of yet, I'm less than impressed with any of the groups subbing the series. Section-9's sub timing sucks, Eval Power's font is far too small, and Elemental Gerad Fansubs version just feels wrong to me.

Overall I find it hard to really choose any particular version over another as absolutely none of them stand out and are average at best.

Eval Power has released a v2 of episode 1. Hopefully this version will fix the annoyingly small font of the original. I'll edit this message as soon as I know.

Edit: Woohoo! They increased the font size. My primary complaint has been dealt with. Unfortunately the picture quality is decidedly lacking. I think that I might just collect the series raw until one of the more established groups picks it up.

Well Geneon announced the licensing of this series a bit back. However nothing really changes since it's been widely assumed to be licensed, although everyone thought it was ADV who had the license, almost as far back as the time it was announced to be in the works.

Put simply being licensed changes little to nothing in regards to this series Fansub status.
