Just musing, since you said the Time Staff was to make up for her lack of time affects...if it's space inclusive, well, gravity bombs and bone crushing force and then like are good...

Rei-chan:

Flight. This was hinted at and Rei showed interest when she heard about it from Makoto. I haven't had the chance to delve into it with her in game, but the interest is there, so she's going to spent the slot on it. The description will be handled in game.

Fire EC up. A no brainer, really. Make things BUUUUURN.

Apperance up. Another no brainer. This has also been played up, so it feels right to boost this.

CV up. This also feels right, since Rei has been in enough battles. Debating on how, but the point stands regardless of the mode it takes.

Rejuv up. This is tentative, and may change if I have another good idea. (She just got a new Senshi attack, so that's out.)

Liberated Power; EC. To further amplify that angle of Rei-chan along and make her hot, hotter, hottest. Hopefully.

Mercury Visor
==========
Due to Ami's constant use of this technological item of power, and the various upgrades that have developed as a result of the foray into Gaia, Serenity's now made it a default part of Mercury's uniform so she no longer has to summon it and has also improved upon it. Its appearance is mostly the same, however it now ends in metallic clips that go over her ears, from which icey-metal wings extend backwards.

These changes also reflect further upgrades, as the visor can now channel Ami's elemental powers to change form, and also grant her an additional level of agility, by increasing her speed.

Elemental Control Form - Ice Prison
=========================
Her constant practice with ice magic and in particular attempting to encase things in ice has led to a certain focus within her elemental control. An EC Lv3 Form, it costs 12 EP, and has a -1 bonus on relevant stat check (See EC Forms, Rules thread).

Thick ice encases itself around part (or all if directed) of the target, restricting its actions and quickly freezing the encased body parts, weakening them. It can be cracked by a successful body check at +3 penalty (except for head encasing), or by dealing 15HP of damage to it.

Legs encasing: Ice encases the legs, freezing them to the ground, stopping their ability to move. Target's DCV takes a -2 penalty.

Arms/Chest encasing: The arms and chest are frozen together, a thick ring of ice around them, usually limiting attacks (assuming target uses arms to direct attacks or something), and it's harder for them to break out of, since they can't exactly punch their way out.

Head encasing: Target becomes unable to breath, and sight/hearing is limited due to ice's thickness covering head. Penalty of -1 to both ACV and DCV (unless target is able to sense others by different means).

Tougher opponents or attempting to encase a combination of the three make the ice prison more difficult, and incur a penalty on relevant stat check.

Crown Shield
==========
Using her improved control over her elements, Ami has learned to fuse ice and water to her visor to empower its circuits and transform it into an elemental shield with two modes: defense and attack modes. Its weight is negligable, so Ami can carry as if it were nothing, but because her hands are occupied, she cannot use certain Senshi Attacks (Shabon Spray or Ice Spray) while carrying Crown Shield. Freezing Air (which comes from her lungs/mouth) and EC tricks work fine though. Obviously, the visor is also not useable for its visor functions at this time.

Activation cost: equal to sum of EC levels x5 = 20 EP

Appearance:
To be written or drawn.

Abilities:
Changing Modes - Ami can change between defense and attack mode at any time between her initiative coming up and her taking an action. Action is nearly instantaneous, and appears as a light blue glow around Crown Shield. Ami can also return the Shield into its visor mode at any time, though to return to Crown Shield, she must pay the activation cost again.

Defense - Ami gains a boost of DCV+2, while carrying Crown Shield in defense mode. If hit from the front, Crown Shield takes the damage as a character of 60HP (ECx15) in terms of durability. Ice/Water attacks are absorbed and 'heal' the shield. If Ami is within her element, durability recovers at a rate of 4HP per round if shield has taken damage, up to the max HP. She cannot 'heal' the shield besides these two methods, except to dismiss and resummon the shield, paying the activation cost again. If the shield takes too much damage, the shield cracks and dissipates into ice crystals, and the visor falls to the ground.

Note: If hit after a failed DCV check, Ami must make a body check to not recoil from hit and fall backwards. If she did not make a DCV check, but braced herself to block the attack, it is not necessary.

Attack - In attack mode, Crown Shield acts as a ranged thrown weapon (though it returns by pulling on chain) that deals ACVx2 damage. Its range is 40 feet.

Special Ability:
Mirror Blast - In defense mode, Ami can absorb one energy attack and redirect it back towards the source. It inflicts damage equal to what it absorbed plus 20HP. It leaves Ami at 1 EP, causing her to faint, while the shield dissipates into ice crystals, with the visor clanking on the ground.

Note: The redirected energy attack changes to an icy blue-white color if it was another color.

Rejuvenation
==========
Ami's magical reserves and abilities have grown, and this power has increased a level (to lv 3) as a reflection of this. Ami can also now be use it in human form. Recovers 30 HP or EP on a succesful relevant stat check.

Mind over Soul
===========
With Ami's ability to now see magic with her visor, and her own mental growth, Ami is now capable of applying her strenght there to use her mind to direct magical effects as opposed to her soul, with the visor's guidance. When her visor is there, she can use her mind stat in place of soul checks. In her human form or when the visor is in shield form, she can use the average of the two.

Coordinator - Unique Attribute
======================
Having been in numerous battles, Ami's analytical abilities have improved by a level. She can hunt for patterns in an enemy's movements and use them to improve her offensive and defensive capabilities, and the more time she spends fighting against the enemy, the easier it is.

Following a successful mind check with an appropriate penalty or bonus based on how often she's fought an opponent and the difficulty of understanding how the strategy/technique works, she can get a -1 bonus on her combat value against that opponent's strategies/techniques, so long as they don't use a new strategy/technique. However, any time after seeing a new technique/strategy, Ami can attempt another mind check to incorporate that technique/strategy into her bonus against that opponent.

Uniform changes

Rather than a solid gold band and green gem, Makoto's tiara has a new look, golden, interlocking leaves in a roman stle, with the centermost leaf being an emerald cut to look like a fallen leaf.

Her gloves have shifted, still white, but armoured in scales, like dragon skin, and still edged in green.

The ribbing on Makoto's shoulders and above her skirt has changed to green, though shot through with silvery, lightning themed embroidery, and transparent shoulderguards have grown from them (Like Canon Makoto's Super form.)

2) Adapted Oak Evolution. Wing themed. 'Jupiter Flechette Rain'?

"Sailor Jupiter laughs as the youma advance. Not even bothering to taunt the small army, the ponytailed Senshi throws her arms wide, and in a magestic echo, familiar, blazing wings explode from her back! Makoto takes to the air, time seeming to slow as she glows brightly!

With a powerful fling of her arms forward, and an echoing response from her wings, a shining storm of Feathers made of sizzling azure burst from her and stab earthward, wing-knives of purest lighting ripping Youma as they land..."

Agility Boost/DCV Boost - Makoto is a skilled fighter, and one of the fastest senshi. That she's so pathetic at dodging makes very little sense, other than the whims of evil Dice goddesses.

Sword tricks - Time to further bond the sword to Makoto. I'd like to 1) Be able to summon it from anywhere, and 2) Give it another attack, though lesser than the Thunderclap slash.

Attack Examples - Dragon Claw: The Sword of Thunderclaps is Charged by Makoto and hurled at an opponent with all her strength. But look! He dodged, and the sword sailed right past him! Oh Noes! But the mighty blad e transcribes a powerful arc, and and begins to return to it's master...And lops off the baddie's head on the return to Makoto's hand. Or, Y'know, something.

Jupiter Lance: An enemy out of range is frustrating Makoto. Flipping the sword's grip in her hand, a burst of power transmutes the sword into a Lightning bolt, which is flung at her opponent...and upon impact, the sword returns to it's natural form...embedded in her opponent's chest. (Note: I only want this one in combination with the summoning power. It's far too easy to lose my sword, otherwise. >_>)

Undecided - Probably something like Massive Damage, or a boost to damage reduction. Though Damage Reduction and DCV increases seem to be the same thing, different names, so we'll need to talk this over?

PS: I want to liberate a rejuv, too, but I'm not sure it's strictly necessary, as I think I can do the energy absorption trick in Makoto-form.

Also, everyone boosting appearance is beginning to make me insecure about my looks...;-; I want another level!

Ice Prison stuff is fine. Nicely developed overall. I may give the head encasing, as that strikes me as the hardest and most vital part of the body to freeze.

For the Crown shield, tone it down a touch?

Uniform stuff is still fine.

Electrical EC up is fine. This isn't a surprise. Nor is Animal EC up a surprise. Roll with both.

For the Senshi attack, I prefer the Flechette rain, but that's just me. Very stylish and I like how it integrates another part of your development. Mull that over and get a final version of whichever you choose with stats to here when you can.

Boosting agility is good.

For sword tricks, 1 is fine. 2 is fine assuming you choose one and roll with it. Choose one and make it a lesser Senshi attack, something that isn't too strong but that's useful like the ones you described below.

See. Damage Reduction doesn't help you avoid damage - it soaks part of the pain up instead. It's another line of defense for Makoto - when her DCV fails, she at least gains some skill in taking a hit. DCV's purely evasion - Misuki had stellar DCV, but she wasn't as good at Makoto at taking the hit when she was clobbered.

I'm SO not touching the apperance stuff. I'm not getting in between girls arguing about looks! I'm a sane GM!

Hrm...well, that was more again something with the visor improving, and how I'm usually having it actively searching for danger, but thinking on it, that reasoning might fit more with fast reflexes probably. Not that important, just something that tickled my fancy at the last minute on that greek god fancy and trying to do something with speed.

From this point on, I'd like to try and get final versions approved and posted. Usagi's about done save for the ACV/DCV issue, which I'm probably going to approve. Everyone else, we need to get things in order. I should have another batch of Kotononess done soon, and Rei's pretty much finished. Keep on chatting, but I'd like to get this moving in due time.

The Ice prison isn't the issue. That's EC and can be dealt with on the fly easily enough by it's very nature. Yeah, looking it over, let's just have a long talk about that in PM over this.

Okay, second draft for Crown Shield. Ditched the overpowered special ability for something more in tune with how Ami would like to act, and tried to rebalance the defense mode. It now has no DCV boost since DCV would count only for dodge and a shield is for blocking, not dodging, but trying to balance the blocking aspect so it's not overpowered, but still can be used more than once without it just disappearing, as it is essentially an item of power (albeit modified by EC), not a senshi attack despite having an activation cost.

Crown Shield
==========

Defense - Ami does not get a boost to her DCV, however the shield blocks any attacks that hit it from the front, so as long as she's behind it, it'll take the brunt of an attack even if she misses her DCV check.

If she makes a dodge attempt, however, she's not braced for the attack, and the impact can cause her to be thrown off balance and fall if she fails a body check. If she falls, her DCV takes a +1 penalty assuming she attempts to dodge an attack between the time she falls and gets up.

The shield acts as a character of 40 HP (Activation cost x2), in terms of damage it can take. Should it take over that damage, the remainder of the damage hits Ami and she must make that body check to not fall from the impact, even if she was braced for it.The shield in the meantime, cracks and dissipates into ice crystals, and the visor clanks to the ground.

As the shield is in large parts an elemental ice/water shield, it absorbs ice/water attacks, from which it heals damage it takes, using the ice/water to thicken itself, though not increasing its durability past its natural amount. On the reverse, it's also more vulnerable to fire attacks, which deal it 2x damage.

If Ami is within her element, the shield naturally heals itself at a rate of 4HP per round (1HP per Ice and Water EC level) if its taken damage, no higher than its natural durability.

Ami can also temporarily reinforce the shield at a rate of 1HP/1EP to a maximum of 20HP while its under attack.

Attack - In attack mode, Crown Shield acts as a ranged thrown weapon (though it returns by pulling on chain) that deals ACVx2 damage. Its range is 40 feet.

Special Ability:
Hermes' Wings - For the cost of 25EP, the wings on the shield will extend and glow, before teleporting Ami and the shield to a spot of her designation (either to escape an attack, or to shift her to a position to block one), even if she's already taken an action that round. The wings shatter into ice flakes following the use of the technique. The shield automatically shifts into the mode Ami needs if it's not in that mode as it teleports.

1. Space EC up. This is a given, moreso since Kotono has drifted more to space applications of her EC when she has a choice in the matter. Working with teleportation, gravity and distance are all in this. She has ideas, oh yes.

This is still solid, no change.

2. New Senshi Item of Power(Level 3 item as a beta, may change.) Time Staff. This had a chance to come out before and had some very light foreshadowing, but it never worked out. So she's getting it now as a slot here. As the other Items of Power gained tend to be above a simple level 1 incarnation, I'm not limiting her to just one level of IoP for this slot. It's more of uncovering it for her.

Time (and Space?) Staff:

Deals ACVx2 damage if used as a melee weapon. It's not really designed to be used as such, but it's still a great big honkin' staff.

Path 1: Raises her Speed of Time trait by 1 levels. This effectively allows her to modify her initaitive by 4 points up or down as she sees fit. Increases duration of Pluto Timespeed. Increases Agility by 1 point due to generally 'faster' movement through time. In other words, al ot of little 'time' boosts, as she's focused on space and can't use it's big Time powers.

Path 2: One bigass emblematic attack. Pluto Spatial Warp or Pluto Gravitational Alteration or somesuch. I have lots of ideas here, so mmm.

I wouldn't mind some feedback on which you think would fit more or be better for her. I have rationales prepared for either path.

Edited the first path down a few notched and am considering something for the second path. That'll be my big mental project at work tonight.

3. New Senshi attack.

Pluto Hyper Compression

This is a level 3 Sailor Senshi attack. It deals a base of 45 damage and inflicts a +2 penalty for it's target's DCV check. On a successful hit, it inflicts a -2 penalty on the target's initiative. It consumes 30 EP.

In layman's terms, this sends a shot of distortion space out. This warps, twists and generally fucks up the target, dealing damage and having a little kicker of time magic on the side. Ideally this reinforces Kotono's growing choice of Space over Time, using one mainly and the other just for icing.

This looks okay, any comments from the peanut gallery?

4. CV boost. Probably focused combat on Senshi attacks.

5. EP up. Kotono-chan wants more energy. Bad. That's energy, not anything lewd. Pervs.

6. Apperance - I'm sorely tempted to 'waste' this on a minor extra thing for her Sailor uniform. It fits pyschologically, but we'll see. This may be a placeholder since I'm going to be tackling Kotono tonight. Bonus GM brownie points if you can guess what it is.

Misc apperance changes:

Mmm. The green on her uniform will brighten somewhat. She's taken to the color nicely, while thin bands of soft white/yellow will line her outer skirt and gloves. Minor changes, but Kotono's happy with the design by and large if you factor in the above.

On TImestaff: I'd have to agree with Usagi's previously stated sentiment towards  a giant attack, let's not make this D&D where we get stat boosts from our items. >_>


The attack, looks alright, though note I'll be using it as an example for how to ratio my own attacks (Since I'm overhauling).

CV Boost? Yeah, focused combat seems a better go at it.

My EP advantage is being chipped away at! Must...resist urge for three more levels in extra energy... @_@
