Considering we can hold actions (even if we've only done so maybe 4 or 5 times), I never understood the point of modifying initiative -down-, and you said as much in your Kotono sheet post. I think it would be better if rather she can boost someone -else's- init instead of just her own. Or maybe distribute those points between herself and others, like +1 point for four senshi? Then again, I vaguely recall that Pluto Timespeed did something to this effect, so maybe just keep it to the boost and ignore the down part? Or say she can boost her init by 4, or lower an enemy's by 2 (half)? Dunno...

Path 1 sounds good, I think, since you're including a senshi attack further down, and Kotono's abilities are fairly support-based as are Ami's outside of attacks, so boosting that makes sense. What about a boost to fast reflexes as well though? It is an aspect of speed as well, and at lv 2 from lv 1 gives +1 init.

This is a level 3 Sailor Senshi attack. It deals a base of 45 damage and inflicts a +2 penalty for it's target's DCV check. On a successful hit, it inflicts a -2 penalty on the target's initiative. It consumes 30 EP.
Considering the fact that it does the DCV penalty, shouldn't it do less damage? A level 3 attack would normally do 30+ACV, right? So it's doing -more- than the default, -and- lowering DCV additionally?

Misc apperance changes:

Mmm. The green on her uniform will brighten somewhat. She's taken to the color nicely, while thin bands of soft white/yellow will line her outer skirt and gloves. Minor changes, but Kotono's happy with the design by and large if you factor in the above.
The brightening makes sense considering she's not as somber a character as Setsuna. Out of curiosity, what happens with her head ribbons when she transforms? You could do something with them if they stay.

I'm tossing around a Unique attribute to give Makoto, and I need C&C, please.

Unique Attribute - Danger Sense:

Unlike Hotaru or the cats, Makoto is not possessed of particularly keen supernatural senses, being more human than her smaller friends. But by the same token, her martial arts training has developed a spatial awareness that Queen Serenity has built on, amplifying it to staggering degrees, resulting in a minor precognitive ability, such as is found in insects, or small prey animals.

The ability functions very much 'in the moment', so Makoto is not a clairvoyant, but when an attack is inbound, no matter where from, even if she is unable to see it, a buzzing 'warning' sounds in her mind before it hits, allowing her a far better chance to dodge.

This is not the key to avoiding all damage that it seems, however, as The sense is fairly easily overwhelmed if Makoto is the target of multiple attacks, and on occaision, she can fail to heed the warning fast enough.

Level 1 - Imminent Danger is coming. DCV checks are awarded a -1 mod
Level 2 - As above, but Makoto can also feel a faint tingling when the danger is merely potential on the passing of a Soul Check.

Joking aside? Mmm. It feels somewhat like Hotaru's sensing, except it tags on a DCV bonus if something is incoming directly. Mmmmm. Worth considering, with the caveats you added on.

The main use of Speed of Time is for initiative boosting. The downward adjustment is there for completeness. OOC-wise, I sincerely doubt it'll ever be used, but it's there anyway. That's a thought, but she's not really going down the time rou..mmm. That's an idea for the Time Staff instead, actually. Make it like a distributer for initaitive boosts?

Well, the Senshi attacks are played largely by ear. This also factors in the ones being created now.

Hrm...considering we got the boost with the crystal, I think Crystal fits more than Celestial. I do like Celestial, but think that's more of a later upgrade thing, assuming we continue the game some time in the future for a second season type thing. I mean, Celestial sounds awesome, but what sounds more awesome than Celestial if we get future upgrades?

Anyhow, scrapped Crown Shield concept as it was, and tried to redo it more as a defensive weapon. Since it's changed quite a bit, new name!

Winter Guard
=========
An elemental winged disk on a 40 ft chain with an almost artificial intelligence for seeking out dark energy. Ami attacks with a +1 ACV bonus with this weapon due to its ability to seek dark energy, and does ACVx2 damage with it.

She can also use Winter Guard to help defend her friends, by 'attacking' an enemy's attack rather than the enemy. When successfully attacking in this manner, the enemy's attack takes a damage reduction and her friend gets a +1DCV bonus to their attempt to avoid the somewhat deflected attack.

To defend herself, as she cannot both attack and dodge at the same moment, she can hold the disk in front of herself, and attempt to deflect the attack with a +2DCV bonus, but if it fails, the attack penetrates the shield, the ice cracking and dissipating with the visor clanking on the ground. She takes the damage, but with the damage reduction.

Water/Ice attacks are automatically deflected, and the would-be victim will not have to do a DCV check.

Fire attacks do not get the damage reduction, but the target does get a DCV bonus. Winter Guard returns to Ami, smoke coming off it, and when she's holding it again, the ice will crack leaving the visor in her hands.

Damage Reduction: equal to Ami's Water/Ice ECx5 = 20 HP

Special Ability:
Within her element, damage reduction is boosted by 1.5x (30HP) and Winter Guard will not break apart against fire attacks, which also now take a damage reduction, though only of 0.5x (10HP).

After seeing everything...well, I've gone for heavy revision.

Superior Reality Manipulation - Unchanged, see mine and Usa's original posts.

Destruction EC Boost - Remaining the same.

Combat Mastery - Still looking for it, Usa-chan got it a while back, I figure I've spent enough time on the front lines in every way to warrant it. >_>

Boosted Rejuve - I abused rejuve, abused it some more, and then continued to beat that dead horse until its bones were dust. Hotaru certainly needs it. >_>

Glaive Boost - I've been trying to play up its integralness with Saturn, and used it fairly heavily in combat and with magic. So I'm leaning on boosting it to ACVx3 damage for melee. Additional power: Magic focus - When focusing her Destructive magic through the Glaive, the effects are rampantly amplified, anywhere between one and a half and twice the total effect, at twice the EP cost. (Originally, I was booting for +1 level of EC, then looked at the jump from level 4 to level 5 and went O_O)

Annihilation Lance (Needs name suggestions, help!): With understanding and practice comes new magic. Roughly based on her Crisis Thrust, Saturn unleashes a powerful spear of destruction to impale her target. It does 40 damage, has a +1 DCV penalty to dodging it, and reduces opponent's DCV by 2 until healed if it hits, it costs 30 ep.

When used with the glaive, the lance inflicts 60 damage, and costs 45 ep, other effects remain the same.

Uniform changes remain the same. I already have unique shoulder guards!

Finalized Description and naming:

Saturn Ruin Eruption - Bringing together violet detruction, Hotaru holds her hand out towards her enemy, little pinpricks of light growing in her palm, forming needles that stand for an instant. "Saturn Ruin Eruption!" with  a call and a lash of her will, the needes blast forward, becoming a nest of violet lances racing to impale her enemy!

Due to Ami's constant use of her visor, and the various upgrades that have developed as a result of the foray into Gaia, Serenity's now made it a default part of Mercury's uniform so she no longer has to summon it and made a few cosmetic changes. Its appearance is mostly the same, however it now ends in metallic clips that go past her ears, from which blue/silver icey-metal wings extend backwards. I might try sketching this? Dunno.

At her shoulders, clear guards now arc outwards. On her chest, in the center of her ribbon, the circular clip has metamorphed into a heart-shape clip. A white star now decorates her blue choker and she now has a set of three bubble earrings instead of just one on each ear. Her back skirt ribbon has also lenghened and the strands have thinned, with the ends trailing just past the knees. See her Sailor Moon Super S uniform for reference. However, her uniform has also turned lighter in shade, the dark blue now being more of an aqua blue, while the light blue has gotten almost pale to the point of almost being white. Her boots have changed so rather than blue boots with white trim, they are white with aqua blue trim. Mind over Soul
===========
Ami is now capable of applying her strenght there to use her mind to direct magical effects as opposed to her soul, with the visor's guidance. When transformed, as she has direct access to her visor, she can use her mind stat in place of soul checks. In her human form, she can use the average of the two stats.

Note that this -only- applies to Ami's internal magic/soul checks (such as EC or Rejuvenation). External factors which require a soul check would still use the soul stat.

Rejuvenation
==========
Ami's magical reserves and abilities have grown, and this power has increased a level (to level 3) as a reflection of this. Ami can also now be use it in human form. Recovers 30 HP or EP on a succesful relevant stat check.

Coordinator - Unique Attribute
======================
Having been in numerous battles, Ami's analytical abilities have improved by a level. She can hunt for patterns in an enemy's movements and use them to improve her offensive and defensive capabilities, and the more time she spends fighting against the enemy, the easier it is.

Following a successful mind check with an appropriate penalty or bonus based on how often she's fought an opponent and the difficulty of understanding how the strategy/technique works, she can get a -1 bonus on her combat value against that opponent's strategies/techniques, so long as they don't use a new strategy/technique. However, any time after seeing a new technique/strategy, Ami can attempt another mind check to incorporate that technique/strategy into her bonus against that opponent.

Elemental Control Form - Ice Prison
========================
Her constant practice with ice magic and in particular attempting to encase things in ice has led to a certain focus within her elemental control. An EC Lv3 Form, it costs 12 EP, and has a -1 bonus on relevant stat check (See EC Forms, Rules thread).

Thick ice encases itself around part (or all if directed) of the target, restricting its actions and quickly freezing the encased body parts, weakening them. It can be cracked by a successful body check at +3 penalty (except for head encasing), or by dealing 15HP of damage to it.

Legs encasing: Ice encases the legs, freezing them to the ground, stopping their ability to move. Target's DCV takes a -2 penalty.

Arms/Chest encasing: The arms and chest are frozen together, a thick ring of ice around them, usually limiting attacks (assuming target uses arms to direct attacks or something), and it's harder for them to break out of, since they can't exactly punch their way out.

Head encasing: Target becomes unable to breath, and sight/hearing is limited due to ice's thickness covering head. Penalty of -1 to both ACV and DCV (unless target is able to sense others by different means).

Tougher opponents or attempting to encase a combination of the three make the ice prison more difficult, and incur a penalty on relevant stat check.

Winter Guard (Item of Power Lv 3)
=======================

On the center of it is the symbol of Mercury. I'll sketch it when I have a chance.

My intent? Anything that's deemed Destruction EC rather than reality manipulation of some variety., and that comes directly from Hotaru. Mmm...so basically, if it involves energy going from Hotaru outwards, she can put it through her glaive. But say...her destruction mine, that's just gathering ambient destruction? That's not her own energy.

Okay, I think you're good. I'll freely admit that last trait of the Glaive is one of those things that makes me pause and think, but I think it'll work out. WE can always do something if it proves to be horrifically broken after all.

Ok! So, As it's essentially a given that ECx2 are approved, along with my fuku redesign, I won't belabor the point, and I'll simply concentrate on the final four.

Unique Attribute- Danger Sense. Detailed earlier in this thread, it's a DCV boost, and depending on the tender mercies of the GM, a possible backup to Usagi and Hotaru's more refined senses.

New Senshi Attack-
Jupiter Flechette Rain Thunder rolls as wings of purest blue erupt from Sailor Jupiter's back, and a flash of lighting illuminates the Senshi of Jupiter like a vengeful angel as they snap open wide, spraying razor feathers of destruction down on her enemies! "Jupiter....FLECHETTE RAIN!"

Stats: Jupiter Flechette Rain is by nature an imprecise attack, but due to sheer overwhelming volume of fire, it can inflict heavy damage. While Makoto is standing on the ground, it does 35 base damage and however many the ACV is passed by is multiplied by 2 and added to this.  

Secondary note: DCV of target is assigned a +3 mod to dodge this attack.

Also, When Makoto is in the Air and firing on an earthbound target, the Flechette Rain gives a +1 bonus to ACV. It costs 30 EP to use.

Sword Tricks - I'm really hoping You'll let me have the sword Summoning skill along with this attack, because I'd like to be able to put my sword down now and then.

But I've decided on the Dragon Claw Attack. Essentially, Makoto pushes a heavy charge into the sword of Thunderclaps, and hurls it with all her might. The rotation turns the sword into a deadly buzz saw...but the sword does not waver in it's flight until it returns to the hand of it's Mistress. "It is possible to dodge the fangs of the Dragon (Makoto with the sword in hand) But the winds of it's lung leave one vulnerable to it's claws."

Stats- A simple attack, simple damage. 29 Damage, costs 10 EP.

Massive Damage - After much wavering, I've decided on this one, as it's a trick That's natural, and useful. Since I already have fairly high HP, and a damage reduction level, and an abundant element to draw on to recharge, I'd like to break things way easier, please.
