It takes place after episode 13.

Yeah, but so does over half of the series. Might work better with a more narrowed-down statement of at what point in the series(chronologically) it occurs, unless you're specifically referring to it taking place after episode chronological-13-airdate-11 (The Day of Sagittarius).

You're right; I should be clearer.  I'm not sure of the arc-ing thing, so it's really kind of 'post series'.  It's built after every episode I've seen so far, with guesses as to how ep 14 (the conclusion of Melancholy, I think) works out.

Well, so far we've seen episodes 01, 02, 03, 04, 05,     07, 08, 09, 10, 11, 12, 13, 14. So an after-every-episode story would take place after Haruhi and Kyon are walking back in the rain in episode 09(airdate)/episode 14(chronological).
