The suit clad officer and all his men, along with the bystanders, are in various states of eye and ear painage. They are quite distracted by it.

Carthrat starts by punching out the suited man straight out, before dashing for the nearest cop car, breaking into it by breaking the window with the butt of his P-90, and then hotwiring the car..

From the meaty crunch you hear, you likely broke that suit's nose. The jet of blood also is a dead giveaway.

The car hijacking takes about a minute and a half, as the cop car is somewhat harder to deal with than a normal ride.  Soon enough, you are speeding off, just before anyone can really react from the flashbomb.
