Char name: Bob Marley

Bob dresses in spandex while he's out fighting crime and injustice as the Baby Whale Man. He works indirectly for the Department of Public Safety (as in, only as his superhero persona). Bob used to be a French chef, but after learning that he was a baby whale in his past life, he changed his lifestyle and became a superhero to make amends for all the injustice he had done to sea creatures. To get by, Bob teaches a course in esthetics at the local college in The City.

Bob has messy raven hair, a moustache and a fashionable goatee. His civillian guise is now fairly lean and thin, but he bloats into the Baby Whale Man. Another superpower of his is the Sonic Wail, which manages to greatly irritate the eardrums of everyone within range. And to deal with real troublemakers, he uses the Baby Whale Man Body Slam, which has proven itself most effective.

Anyone have a problem with that fling up a complaint and I'll see about dealing with it.  It'll either start tomorrow or the next day.  Either way...

A mercenary hired by Governor D to aid in the project. Unfortunately, we've been unable to hear his life story, as he hadn't quite mastered the language yet. Due to Governor D's mistranslation of his name, he has been mistakenly called "The Tourist", which he has yet to comment on.

Costume: Due to more translation errors, the tailor he hired dressed him in a Hawaiian shirt and khakis, which was later explained to him as the clothing he should wear undercover.

Unfortunately, due to more errors in his Dictionary, he mistakenly took it as his uniform.

Powers: Uhm... does a camera with a 1,000 watt flash count?
