Currently it's a small short sword +5, holy, anarchic, evil outsider bane, which is a +10 weapon in total.
Upgrading the holy and anarchic properties to holy power and anarchic power (so trading +2 for +6 enhancements, +4 total) brings it to +18
Upgrading evil outsider bane to evil outsider dread (trading +1 for +4, +3 total) brings it to +21
Upgrading the +5 enhancement to +7, bringing it to a +23 weapon in total.
This costs 1,058,000 gp. Minus the 200,000gp already spent making it a +10 weapon originally, so a total cost of 858,000gp.

Dark pixie techniques are employed to bring this down to 214,500gp.

Afina is left with 12,508.70gp and now is the proud owner of:

She can do +39 +10 competence from tools, +4 morale from greater heroism, +15 insight from divine insight. +2 from someone aiding? So taking 10 for 80 is do-able.

That's enough for her to get DC 20 for masterwork, +40 for improved crit multiplier, and +15 for improved masterwork. DC 75 easily hit.

So...

Hywelbane II: shiftsilver small short sword +7, holy power, anarchic power, evil outsider dread. x3 crit multiplier, gives +2 enhancement to hit under anti-magic or if dispelled.
