I want to be the time traveler observing but not interacting with the past! If I'm doing something wrong my pal 42 will stop me.

"I've always wanted to study an effect over time even as I was fully focusing on making it happen," Seira elaborates. "Using an avatar is just not the same, and certainly not for when the desire comes after you've already done something."

"Allow me, I am  highly practiced in chronomancy," Chrona 42 says, "What do you wish to study?"

Kascha perks up even more at that, "You'll just do all of that for us?"

"It is my duty, and for the duration of this the normal rules of the Compact are relaxed to instruct you properly in chronomancy."

"Myself, fully devoted to using my divine powers," Seira responds. "Almost as importantly, the ongoing results of tampering with time. And finally, the ability to do so on my own, perhaps after you've guided us the first time. Can we start with looping time for a single loop to observe as I broke the time loop effect without interfering with my efforts to break said effect?"

Here Chrona 42 draws lines in the air, forming into a shimmering screen of water. "A lesson of chronomancy - one may wish to travel into the past, but it is best done only when needed. An over use of time travel is what lead to the Temporal Compact in the first place. There are other tools to merely observe. Some scrying spells maintain this ability, such as the spell hindsight. Temporal Scrying is a spell far better suited to it. Your divine will should be sufficient to allow you to see it as if you were there by emulating that spell."

"Are Temporal Scrying and other passive spells that don't affect time banned from use, even for deities?" Seira inquires. "It wasn't clear to me what happened with them or with edge cases and dual school spells like Time Stop and Haste."

"They are forbidden," Chrona 42 says, as Kascha pulls out her book and begins to write. "If it is a spell of chronomancy, it falls under the Compact's ban. Replacements that are of other spell schools do not."

"What about this spell?" Seira asks, gesturing at the shimmering screen. "If I emulate it with my divine power by going from Hindsight, would it be permissible? After all, there is precedent for spells moving schools or parallel spells being created from another school of magic due to inspiration."

"I do not believe so - it is too tied to chronomancy," Chrona 42 says, "Though divinations are the field that most picks up the losses from chronomancy, and making something similar should be possible. Though I warn you against creeping to the border too far - those who oversee the Pacts are neutral, but not all are your friend."

"How does that work?" Seira inquires, starting to observe her actions in the past in the meanwhile. "Do I get an innate understanding of when I'm getting too close to the border? Do I get a strongly worded warning from two seconds before I try something? Nothing, but then someone tries to shiv me in my sleep?"

Since you're studying yourself, gimme Spellcraft real quick.

As Kascha scribbles away, "You will be warned," Chrona 42 says, "As a deity you will not be condemned unless you completely violate the Temporal Compact's rules. Mortals are not so fortunate, though some are simply directed towards futures where they never study or attempt to study chronomancy."

After a moment, "It comes down to who deals with it? Everyone across the spectrum of ethics has a seat here, and even if they're neutral, they still are what they are?" Kascha's still writing away, "Even if they have to maintain official neutrality?"

It is you and yet it is more. You ARE, your power connecting and will enacted, a pure power that does what you wish to do. It only loosely resembles magic, as much will and desire as anything else. It reminds you of seeing others do this, of seeing divine will with your own eyes when it is not your own.
