In essence, it's a magical item. Meant to manipulate time, it's not actually here. It's about 10 seconds before the Absolute Present, and kept in sync by magic. The spell work's unstable now and as a result it's causing these problems.

What it really needs is time with a capable magical artisan who knows what to do. In lieu of that, a miracle spell or a wish might be enough to patch it up for awhile. It's really just in bad shape and needs more than most single cast spells can provide.

As a deity of magic you can probably fudge it more than well enough with a wish or miracle, though.
