You know, the fact that there -is- so much of water means that water is the best element. There's just so much of it to manipulate! Fire you have to create first, but water's all around!

Hrm...point! Though I think water's more dangerous given that the body has so much water inside it. You can go a few minutes without air, so if you have an air manipulator vs a water manipulator, the water manipulator can turn the air manipulator into a dry husk while holding his breath!

Truthfully, if you're working with the inside the body levels of elemental manipulation, then it really stops mattering.  Wind bullets formed inside the lungs or just sent right through the head?  Water drained from the body?  Fire well, yeah.  Earth I guess might not instakill.
