For people able to cast Gate, there's not much need, since Gate's calling creatures function is replaced with calling allies from Aurora. So bear that in mind and if in some cases, scrolls of Gate are more practical.

Then without it, yeah. Minimize the cost so more people can be equipped. Extra-planar movement can be dealt with via Gate.
