If you don't know where a country is located, tough damn luck.  No cheating with an atlas!

The order of play is Shade, CyMage, Nerem, Carthrat.  Starting with Shade.  :)

When you drop a nuke on a country, it gets 2 fallout points and all countries bordering it get 1 (land only, except northern ireland).  3 fallout points destroys a country and earns it's population in points for the destroyer!
