In mIRC, you can trigger this error by repeatedly tapping the right control key in combination with 'shift' or 'alt'.  The left combination seems to restore it.

Interesting. I'll keep that in mind, but I noticed that the problem seemed more to be that the computer kept receiving signals for the "left" arrow key, as witnessed when I placed the cursor at the end of a line of text and it scrolled to the beginning. >_>;
